Camera-Ready Submission
Carefully follow these instructions to prepare and submit your final, camera-ready paper in accordance with IEEE formatting and submission requirements. Ensure all revisions, copyright, and compliance checks are completed before the final upload.
A. Submission Guidelines
1. Paper Revision
- Revise your paper based on the reviewer comments available in the Microsoft CMT Portal. Do not make any changes beyond those required to address the reviewers’ feedback.
- Before submission, verify the paper title, author names, and affiliation carefully. Please note that once submitted, changes to these elements will not be entertained.
2. IEEE Format Compliance
- Strictly follow the IEEE Conference Template. Non-compliant submissions will not be forwarded for inclusion in IEEE Xplore.
- The paper must be written in English using the available LaTeX or Microsoft Word templates for A4 format. The formatting must not be altered.
- Each paper must contain a minimum of 4 pages and a maximum of 6 pages in the standard IEEE format.
3. Plagiarism Policy
Similarity index must be below 20% (excluding references), and the AI plagiarism level should also remain within 20%. Submissions exceeding a 20% similarity index or surpassing the 20% AI plagiarism threshold will not be considered for inclusion in IEEE Xplore.
B. IEEE Copyright Notice
For papers where authors are NOT employed by US/Crown/EU governments:

After adding the copyright footer, you must validate your PDF.

Rename the Final Paper:
PIDxxx.pdf(Replace xxx with Paper ID) -
Upload this renamed file to the CMT Camera-Ready Submission portal.
Go to CMT Portal
D. IEEE Copyright Form (eCF) Submission
To enable your paper to appear in IEEE Xplore, it is mandatory to transfer copyright to IEEE through the Electronic Copyright Form (eCF) process. Please note that no other mode of copyright transfer is accepted. Complete the Electronic Copyright Form (eCF) generation and upload final files to CMT portal.
Upload the Camera-Ready paper to CMT (if not already done).
Log in to CMT Ensure your paper passed PDF eXpress. Upload the final PDF.
Verify the Author List in CMT
Before initiating the eCF process, ensure that all authors are added in CMT. It is mandatory that all authors appear in the eCF form. To ensure this, all authors must first be added to CMT.
Initiate IEEE Copyright
In the CMT portal, navigate to the "Actions" column and click "IEEE Copyright". This will redirects you to the IEEE copyright portal.
Redirect to IEEE Portal
Click on: "Click here to redirect to the IEEE copyright website". The IEEE eCF portal will open in a new tab.
Complete the eCF Process
Follow the on-screen instructions to complete the copyright transfer process. Ensure that all author names are listed correctly. Once the form is completed, a PDF copy of the eCF will be generated.
Save & Rename eCF
Download and save the completed copyright form.
PIDxxx-ECF.pdf (Replace xxx with Paper ID)
Final Upload
Return to CMT. Upload the Copyright PDF (PIDxxxC.pdf) in the appropriate section.
Go to CMT PortalImportant Policies
- A separate eCF is required for each accepted paper.
- Ensure all Author names match exactly between the paper and the eCF.
- No-Show Policy: Papers not presented at the conference will NOT be submitted to IEEE Xplore.
- Missed deadlines for Copyright transfer will result in rejection.
